This has to do with the dot-net framework by microsoft; whether you have .net framework 1.0, 2.0, or whatever version.. you will see this running in the background. it is important for the .net frmwrk. It seems harmless..

I did more research on this and it is trustworthy... it is definetely part of the .net framework from microsoft that many programs need to run on. Don't remove it unless you dont have .net frmwrk installed or have already uninstalled it but is still showing. safe, harmless. More information
