All that I have found states that this process is part of Microsoft Picture It! It is not a necessary process if you do not use the program. It automatically downloads updates to Microsoft Picture It. More information

roxwatchtray.exe is a process which belongs to Roxio Media Authoring software and loads a system tray icon when your computer boots up. This is a non-essential process. Disabling or enabling it is down to user preference.
