Set from a shortcut in Startup folder. If your System is configured to use Privoxy, disabling will block access to the Internet. Delaying strips off Critical launch parameters and cripples Privoxy. I set it back to normal boot and the Parms were still missing. Had to un-install then re-install to get back normal operation.
